I have set up user level #1 to restrict access to pages by id and restricting them based on uri, but as a visitor, I can still access all the pages I have set to be restricted. Am I missing something?

Those seem fine.

Did you make sure you logged out of your account? Maybe those pages you saw as a visitor were cached, try reloading the pages.
