   i moving to a new server after i download it to my machine. i saw a remark on ftp status "critical transfer error" what thats mean for? its inside the wp-content/cache. can i delete that anyway?

   yes, you can delete wp-content/cache; if wp-content is writable WordPress will create a new one.

   It is useless to download this directory, waste of bandwidth.
