The normal. Turn off all plugins. Switch to twentyten theme. Also try this in another browser.
Thanks, kmessinger; but there are no plugins and the theme is the default twentyten. This is a brand new install on a new hosted server. The Screen Options and Help have been missing from the get-go!
Try:
– re-uploading all files & folders from a fresh download of WordPress.
– increasing the memory available to PHP:

If the JetPack plugin was installed by default, its the culprit. Just happened to me on a new install of wordpress at godaddy. The css for the Jetpack plugin is hiding it. Deactivate the JetPack plugin and it will show up.
You nailed it, Ben. That fixed the problem. Even GoDaddy didn’t know what was causing it, but I let them know.

I had this same issue. I deactivated the Jetpack plug-in and it’s resolved.
