first off you should not make any changes in twenty ten theme as the changes will be over written when you update always create a child theme.
with out looking at your url or the code is hard tell what has caused your custom menu to work.

It does not look like that is twenty ten theme check if the theme supports custom menu by clicking on Appearance>>>Menus
It is twenty-ten theme I have just had to do so much customization to do so.
Where would I find it in custom menus?

You said that you have customized the twenty ten theme so only you know what you have done all we know is that you are not suppose to change any core files in theme unless you make a child theme.
Ok I was hoping someone could suggest which css style would drive the sub menu so I could try and fix it
