Problem with posts being sorted by meta_key

I created a custom post type and have sorted them by a meta key value I created called city.

As you can see from the listing page (http://canspecinspection.com/directory/building-supply-stores/), most of the entries are sorted by city, but there are about 10 at the bottom which are not! Why would it leave 10 at the bottom unsorted?
