i hosted my web site in an IIS 7 Server.
    and installed WordPress 3.3.1
The installation was successful. But i can't add new theme , plugins, media when i tryed to install a new theme or Plugin an error is coming "Server Error 500 - Internal server error.
There is a problem with the resource you are looking for, and it cannot be displayed."

When i am trying to add new media item the following error is coming

“gal (1).gif” has failed to upload due to an error
Unable to create directory C:\inetpub\vhosts\mywebsitename.com\httpdocs\web/wp-content/uploads/2012/01. Is its parent directory writable by the server?

also i installed the WordPress in folder mywebsitename.com/blog
means mywebsitename.com is running static html pages and mywebsitename.com/blog is WordPress site.

please help me to clear this .also sorry for my poor English.

The second error is due to the uploads folder not having the right permissions. Set read & write permissions to that folder recursively. I have never done it on windows, but I think this can help you:
