   Will the newer look and feel of the hosted WordPress.com tool be ported to the downloadable WordPress.org tool?

   No idea.... "look and feel" are generally dependant on theme, and .com has so few I don't know how one would be able to decide a "generalized" look and feel.

   As to a new version of wp, they're working on one, but it's still alpha software AFAIK.

   what do you mean by look-n-feel? do you mean the admin section? if yes then the answer to your question is also yes, currently that is. if you download a nightly build, you'll see that the admin interface is pretty much the same as that available in WordPress.com

   this might however change by the time WordPress 1.6 is released.
