I'm wondering how to truncate a long URL so that it doesn't go beyond the constraints of my page layout. Is there a plugin that would create a shorter link perhaps?
The example is this link where the comments show very long URL's. The template is based on grubby slipcovers.

Someone posted a thread on this some time ago and there was a lengthy discussion. You might search for it and see what came of the discussion.
Actually, it was on long url's due to post titles and not links in comments. I have not seen or heard of such a plugin... hopefully someone will correct that soon.

You can grab various plugins for FF that will do this. Also, you can simply access some of the web-based services that do this. I don't know of a wp specific plugin....
