Example ? You have an editor account. This account can add page, but have access to Layout section. So an editor can’t update widgets or another layout things, why he would, but can add pages.
For example: have this hierarchial tree for “Products”
- About our products
- Enviromental
- Technology
- Product lines
- Product nr.1
- Product nr.2
- Product nr.3
- Product nr.1
- Product nr.2
- Product nr.3
- Product nr.1
- Product nr.2
- Product nr.3
You can set Widget to whole products pages. So when you add page in level 1 (child of parent Products) widget will be visible.
You set a widget for Product line 1 (level 2): when new product appears in this product line, Widget will be inherited from parent page “Product line 1”.
And so on.

Just a quick update:
It looks like I’m able to add this functionality to the plugin. I’m testing right now with static pages. I think I’ll need another week or so to have it fully functional.

No, it’s not really complicated to inherit rules from a hierarchical parent. It was actually the admin side of the plugin which caused some troubles in the beginning.
Anyway, (a bit) earlier then expected I have a fully functional revision (r323926) of the plugin with inheritance support for static Pages and Custom Post Types. It’s all available in the development version.
