wp-insert plugin ad manager by smartlogix

Hi, Im trying to use the wp-insert ad manager by smartlogix to display adds in a sidebar widget. The instructions say to go to the widget page under appearance and place the widget onto the sidebar. The problem is, I dont see any “wp-insert” widget listed under available widgets. Can anyone help with this? Also, I’m having a problem getting the plugin smartlogix homepage to load.
