French quote and permalinks aren’t good friends

Hi,

Houston, we have a problem.

When my authors put french quotes into titles (whitch is always because they copy paste titles), the permalinks are very very ugly, like :

http://www.cometes.org/2005/10/18/christophe-martin-%c2%abdangereux-supplements%c2%bb-lillustration-du-roman-en-france-au-dix-huitieme-siecle/

%c2% = Urk !

(And I don’t know why but it makes bug with function “email to a friend”).

So Do someone (not a http://www.fuckfrance.com member I imagine) know how to rewrite in the htaccess my french quotes to make them diseappear like english quote in automatic permalinks ?
