recommend 2 plugins please

Hi all,

It is the first time I use WordPress this wonderful CMS.
And I want two functions in my website:

1. One admin can create a post template(for example it has title, subtitle, gallery, content, banner and it has a fixed layout). Another admin can choose this template and edit content or banner or title to create a new post. This template does not mean single.php or post.php, it just a post template in the back-end.

2. A category plugins in siderbar. Each category can show 4 lines:3 are recent 3 posts and 1 is “view all the posts in category”.

Are there any existing plugins have these function? Please recommend some for me. Thank you very much in advance.
