Are you 100% sure that the theme and the version of the theme you are installing supports the changing of headers as you describe? Is the theme you’re installing tested and supported by the developer for the WordPress version you are installing it on?

Not all themes support custom headers.
many thanks for your help- i am new to this and can’t tell if ocean mist supports changing header – how do i find this out? I was using a blog at wordpress.com and then I was able to change the header- now I have moved up to self hosting and wanted to continue to use ocean mist but now it no longer supports changing a header- is that usual?

Themes at wordpress.com are often different to those available for self-hosted sites. If you don’t have an Appearance->Header option, then the theme doesn’t support a custom header.
