• Can anyone help me out and address whether WordPress meets these functional requirements?

    – Multiple blogs
    – Multiple administrators
    – Comments
    – RSS output
    – Categorisation (and sub-categorisation)
    – Image/file upload

Any help would be much appreciated!

    – Multiple blogs

    Yes and no. See: http://codex.wordpress.org/Installing_Multiple_Blogs
    I recommend WordPress MU.

    – Multiple administrators

Yes and no. WordPress does not support multiple admin users, but you can have as many level 9 users as you want, and they are almost as powerful as the admin user. See: http://codex.wordpress.org/User_Levels

    – Comments

Yes, of course WordPress supports comments. It wouldn’t be a blogging platform without comment support.

    – RSS output

Yes, of course WordPress supports RSS output. It wouldn’t be a blogging platform without RSS output.

    – Categorization (and sub-categorization)

Yes, of course WordPress supports categorization (and sub-categorization). It wouldn’t be a blogging platform without Categorization (and sub-categorization).

    – Image/file upload

Yes, of course WordPress supports Image/file upload. It wouldn’t be a blogging platform without the capability to upload images and files.

Did you even bother to read http://wordpress.org/about/features/ ?

And you can technically make more than 1 level 10 user by editing the database, but it’s pointless as level 10 and level 9 users share the exact same permissions.
