Searching with Quotes

When using the Search box if I search for “Example Search Term” in quotes it returns \\\ Example Search Term\\\ when I echo $s on the page and doesn’t find any documents. In the url it is %22Example+Search+Term%22

It seems like a common method for searching and I was wondering if there was a plugin for searching with quotes. I’ve searched heavily and all I’ve found is random quotes plugins and similar.
