The way I see it, it is totally doable in WP, and there are a lot of tools and plugins out there you can use (either separatedly or in conjunction) to accomplish that. If you’re looking for a very specific functionality, you might have to do some rewriting or, why not?, hire one of the very skilled plugin developers that are available within the WP community to do it for you.
In my own personal opinion, there’s nothing you can do with Joomla! that you can’t do with WordPress: some things are simply easier to do in one platform than in the other, and viceversa. For the type of project you described, I recommend you to go with WP, but you can wait a little bit and see with others think too.

Thanks Marventus. You mentioned there are lots of good plugins out there for that. Were there any that you had in mind? I did some searching around and couldn’t find much that seemed to fit my needs.

Indeed, there a lot of them that you could combine to pull that off. For instance, you could base the user review and voting system on your comments section: users can write their reviews as comments, and you could use one of many voting plugins out there (like vote it up, vote the post, etc.) If you want to do it manually, here’s a pretty good article that focuses on the php code needed for that.
Another more direct approach to this would be through premium plugins, such as wp review site, but I don’t know if you are willing to spend money on your project .
