[Plugin: Twitter Tools] feature request: tweet a percentage of posts

I would like to tweet only a small percentage of my posts.
It would be a very useful addition to an already outstanding plugin.

This would be helpful to set a percentage (ie: 10% of posts) and/or time duration (ie: 5 posts per hour max).
