With regards to the number of words that you put into the post teaser admin page. How come it does not cut off the post at approx that amount of words. Do you always have to put the <!--more--> tag in the post? I thought the purpose of the plugin was to automate the cutoff for me so I didn't have to put the more tag in?

Two separate issues. If you are using the_content() then the more tag is inserted if the code is in the post. If you are using the_excerpt() the teaser (excerpt) is used and if one is not present it is "faked". Not sure what you mean by "plugin" as one isn't mentioned by name in your post.
