Setting up a Local Dev Copy of a Live WP 2.5.1 Blog

    My client is currently running WP 2.5.1 and I need to upgrade them to WP 3.0. I have the process down for the upgrade and plan to do this locally first to test everything before performing the actual upgrade. So, I have some questions regarding the setup of a local development environment for WP 2.5.1.

    I am following the instructions for versions WordPress 2.3.1 – WordPress 2.5. They state to “Edit the file wp-includes/options.php“. The problem is I don’t see this file in version 2.5.1. So, I am curious if I can just create this file or if I should be following different instructions for WP 2.5.1.
