Allow User to Create Pages

    I know it’s probably me being completely stupid, but I’m stumped when it comes to allowing users to create pages. I’ve looked through all the options, but can’t find one to allow a user can create (or even edit) pages themselves.

    Did I overlook something? If so, please point it out to me.
