User deleted but can still login?

As Admin I deleted a user. He no longer appeared in my Control Panel Users. But that user could log back in by just signing in or requesting a new password. If I delete a user, I expect that user to be deleted, period. How to fix this?

Also, isn’t there a Register option in 3.0 RC1? I couldn’t find one.
