404 Install Error with WP

I have searched for this problem but i could not seem to find a solution to my specific problem. I have carefully followed all the instructions for installing WP but it does not seem to work on my server. I am hosted my 1and1, and i used their feature to create the database for my blog. Is there anything i have to do to my site before it can show the install.php. Everytime i try going to it. it always gives me the 404 error page not found. I am using filezilla to send the files to my site.
