Hi, the issue I am having is when I installed a specific plugin I couldn't access that plugin's admin menu and got a 403 error. To troubleshoot this I tried the reinstalling and when that didn't work I decided to make a second wordpress installation (on the same server) to test it.
But when I put the new WP install in /wordpress and entered my info I get the same 403 error on install.php then when I refresh it says can't connect to database. I think these issues may be related and I need to solve them. Any help would be great, thanks.

A 403 error indicates a basic "Access Denied/Forbidden" response, to the resource you have requested. I would first consider the possibility that you may have some errant file or directory permissions.

Thanks for the response. I thought that too, but I checked the wp-admin and the plugin directories and their permissions are both set to 755. Also, wouldn't my attempt at a fresh install eliminate that possibility?

You have some type of configuration or permissions error that is preventing you from viewing the resource. Contacting the support group for your host might point you in the right direction. They might be able to quickly identify the cause of the error for you.

Thanks again for the help but the person I am working with is running a VPS so I don't think that the hosting company would be very willing to help with this issue. Can you be more specific about what needs to be configured? Is there a way of temporarily disabling some security settings completely in order to more accurately determine the problem?

I cannot. Anyone administering a VPS should be able to take a look at the error logs and point themselves to the source of the issue - which is simply; why access to the file/directory/resource that you are trying to access is being denied. Anything I suggest at this point would be nothing more than a guess. Something in one of these discussions may spark an idea that points you in the right direction.

I managed to get the blank copy WP installed however I can now confirm that the plugin (s2member) doesn't work in either installs.
One in:
public_html/
the other in:
public_html/test_wp/
Damn this is frustrating, I will post back if I find the fix.
