No – permalinks are set globally. But you can change the category name in the url (the base) to another word (eg “topics”).

mysite.com/?cat=1 to mysite.com/cat-name but i want the post url still the same mysite.com/?p=1
%category% place that into the catagory permalink section and leave common settings as default i think that may give you what your looking for.

Maybe if you explain why you want to do this we can come up with a solution for you. It is actually a good idea to use written permalinks for your posts rather than numbers, and the good news is, if you have a link to the current url structure, WordPress will successfully direct them to the right page, no worries there.
Also, in order for you to skip the category base, i.e. mysite.com/cateogry/cat-name
, you need to use a plugin that removes the base. Here is the one I suggest: http://wordpress.org/extend/plugins/wp-no-category-base/

NOT if you use 301 redirect google will pick up that you have changed the link and forward on any credit.

there are many plugins that will do this for you install the plugin then change the permalink
