comments on “rate me” pages

I’m developing a “Rate My *” site, and I want users to be able to post comments for the individual pages that appear, similar to pages like http://www.ratemylawnandgarden.com and http://www.ratemymullet.com/ . Is there a plugin that will accomplish this? (Users log in and post a picture, it gets loaded into a database which comes up randomly and others can view and vote on it. I need each user’s page to have a unique comment page attached to it without my having to go in and create it for them.)
