how can i reset the WordPress address (URI)

    How can I reset the WordPress address URI and the Blog address (URI) without using the dashboard —> Options –> General page.

    I chanaged it, not knowing what it was, and now i can no longer get into the dashboard.

    Where is this value stored? Is it in the database or a file? If so, how can I change it?
