I would put money on the answer being a no.
From the number of posts we get here about images, I would imagine your work would be welcomed 🙂
(Caveat – I have NO inside knowledge of 1.6 , I just read a lot of WP related stuff)
The features for the next version of WordPress are very much up in the air. Any discussion about 1.6 features is, unfortunately, premature. Version 1.6 has no official release date. If you’re close to finished with your plugin, I suspect a large number of people will be interested in it for WordPress 1.5.1.2.

I’ll be releasing the first stable version next week, one way or the other. I have tried to keep the code (all 4000+ lines of it) WP compliant (-ish), but I’d really appreciate it if I could have some input from WordPress developers. I’ve nearly finished a new, and very customised WP site.
Now I’m wondering if I should have bothered, as most of the plugins/hacks were to make it easier to add images.
Any more clues on the possible release date… is it gonna be early 2006? late 2005? mid 2006?

Not a clue. v1.6 is still in the “ALPHA-2-still-dont-use” stage, so it probably won’t be done any time soon.
