When I enclose quotations with <q></q> markup the output is ambidextrous quotation marks ("").

When using <q> those double-quotes are generated by the browser. So there's not much WordPress can do about it.
It seems you can control this with css, although I haven't worked out how to yet. I did find these semi-relevant pages on the topic:
