If I look you page i see on sidebar and entry in tour language (�ŸÑ€�¸Ñ?Ñ‚�µ�»�¸) and the rest in english. The administration panel is in english? Consider that in the last release of 1.5.1.1 Default them comes in english and is up to translation team for single languages make them available in a translated version.
1. The correct file name should be bg_BG.mo for WP to recognize it.
2. It seems to be a .po file not a .mo file…
3. See what Steve posted. The themes have to be translated separately.

what version of WP are you using? where you got the localization file? The admin panel is working in what language ?
