I’m working on finding more information on the specifics, but what I have learned is that it marks Themes so they can be used during testing and for theme switchers to make the process easier.
Okay, got it from the source, this is a new thing that is a placeholder for future features coming soon to a theater near you. 😉

Ah…thanks for the find Lorelle. It would really be a good thing to try out the theme, even let some friends see it before posting live.
