Removing Weird characters in Email Notifications (Magic Quotes?)

    When my client receives a Comment Approval Notification, all the quotes have been replaced with the # 39;

    For example…
    “I love Van Gogh’s work.”

    Ends up looking like…
    “I love Van Gogh # 39; s work.”

    Is there any way to make them stay quotes in emails? (Is this that “magic quotes” thing I keep hearing about?)
