Not sure what your question is.
Yes, there are a few index.php files dotted around various WordPress directories with that text in, which just prevents people from looking at a directory listing, if they try and view it directly and snoop around.

I think you actually want the index.php of your theme then, so you can add some php to it?
Admin > Appearance > Editor
Then edit the index.php file.
Or use a plugin:

all that plugin does is runs php

yeah that adds the contact form but i cant get it to submit it to the php file
