   I know this has probably been asked before but I don't know if it was this specific one. If i register a domain to my free wordpress blog through the system depicted below will I be able to post Google ad-sense adds on my site in the widgets?

   I'm guessing that you are asking strictly in relationship to ad placement on free wordpress.com accounts. This might help to clarify.

   So even if i pay for the actual URL through the mentioned way i will still not be able to run ad sense?

   You need to direct those specific questions to wordpress.com. I think the TOS seems pretty clear. If you have a free blog on wordpress.com, the TOS states quite plainly that ads are a violation of that TOS. In the link I provided you with you will find the following:

   "If you are in any doubt, please contact support for clarification."

   I would recommend you direct your question through that link.
