Don't bump. It messes up the magic http://wordpress.org/support/view/no-replies link.
I've not looked at it (IIS, the mouse, GUI, are all fads and we'll all head back to WYSE green phosphor terminals soon) but download and install 2.8.5-IIS from http://wordpress.org/download/release-archive/ onto your new IIS server.
Once you have a plain install on that IIS server, export your WXR export from your Apache based blog onto the IIS server.
Give http://codex.wordpress.org/Using_Permalinks#Permalinks_without_mod_rewrite a read to see about using fancy permalinks on IIS.
If you are not using fancy permalnks, then just give your plugins a workout on the new box. This is in case your plugins dislike IIS.
Once that's all sorted out and you are confident you can make the switch then backup your files and database from the old server and make the switch.

jdembowski, thanks a lot for your detailed reply. I will try to do it and post the result here! So the DB structure of Apache and IIS are the same I suppose. I do have mySQL and phpMyAdmin installed on it. And yes I do need custom permalinks!
Anyone else having an answer or has done this before can also reply!
Okay people! I have successfully moved from Apache to IIS. Had a few plugin issues but they were resolved too. Anyone trying to do so can ask for support here!
