Please vote for the idea to extend page2cat to page2tag functionality. So to add a static text to the header of a tag page, instead of just "Posts Tagged ‘European Commission’"

Well actually - you can probably acheive what you want already with a combination of the "shortcode any widget" and "query posts" plugins. I believe query posts allows you to choose posts based on a tag, and the "shortcode any widget" will allow the result to be placed with a page 's text.
