I upgraded my wordpress to 2.8 and it works fine on the front end. My site runs as it should but the backend looks like its missing some css or something. This is what it looks like now <img src="http://farm3.static.flickr.com/2590/4044490428_e14fd7a054_b.jpg"> I'm pretty sure i uploaded all of the necessary files except for the wp-content folder, since im using a custom theme + plugins.
Have you tried:
- deactivating all plugins to see if this resolves the problem? If this works, re-activate the plugins one by one until you find the problematic plugin(s).
- switching to the default theme to rule out any theme-related problems?
- resetting the plugins folder by FTP or phpMyAdmin? Sometimes, an apparently inactive plugin can still cause problems.

I tried clearing the cache, restarting the browser, and deactivating the plugins as well as reactivating them and it didnt work. I also can't seem to log out of admin.

I also just trying switching to a default theme, that didn't do anything. I tried seeing if my backend works properly on safari and its the same as firefox.
Try resetting the plugins folder. Use the PhpMyAdmin method if you can. It tends to be more successful. What you're describing has all of the hallmarks of a plugin (or other script) that is incompatible with 2.8
