Okay, I contacted my host service provider and we did as you said. We assigned 766 recursive permissions to the wp-content folder and posted the code you provided in htacess.
All it did was turn the website background completely white, turn all the font generic, and undo the alignments. So we undid the permissions and I'm back where I started.
For the record, this is how the site looks now. I'm using Firefox so there's just text where the image should be.

Tell me, what files in Wordpress control uploading images into the Media Gallery and making them work when posting? Because when I uploaded the Wordpress files to my FTP my log showed I missed one or two, but I didn't think anything of it because I'd been having so much trouble getting Wordpress and ComicPress working in the first place I have just happy to have it up. If I knew what files controlled it I could isolate the problem, because at this point I'm afraid to upset the balance.
If it's that or some alternate theory you have, please let me know.
