In the administrative view, it is possible to search through your post tags. It searches their description, and their titles, and returns a list.
Is it possible to allow users on your front end to similarly only search through your tags, providing a list of matching tags, with a link to their tag page?

Maybe look for a plugin that can do that. Two to get you started:

Maybe they suffice or you can 'tweak' them a bit, if not, you'll have to look a bit more.
