Uploaded WP and configured the wp-config.php file but I was unable to create a database. It keeps telling me I have too many but I don't even have one.
I have another sub-directories on this same website would that interfere with WP on the host directory?

A sub-directory would not cause any issues with wordpress.
Cannot create a database with your hosting service is a hosting issue. You should contact your hosting service and find out why you cannot create a datbase and if they might be able to help you there.
What exact error are you getting? The WordPress install process doesn't create the database for you, you'd need to do that in your control panel in advance of the install. So as dtiger says you should speak to your hosting provider about creating the database.

What's telling you this? Is this a third party install script?
