Hi I am new to wordpress and was looking for a starting point to use it as a cms. I am proficient with xhtml and css. I was just wanting a starting point ie what plugins etc and migrating my current site to wordpress cms.

I've set up a few WP/CMS sites and tend to use:
Google XML Sitemaps
DBC Backup
Revision Control
Secure, Accessible Contact Form
Quicktag Extender
Akismet (bundled with WP)
I usually handle meta-description, meta-keywords and the generation of a human-readable sitemp via the theme, so you may want to also look for an SEO plugin and a sitemap plugin.

Update, I have installed wordpress locally on mac, all went well. I have been messing around with the default wordpress template, inserting pages instaed of blogs and customizing my admin login page. Should I start with an exsising wordpress template and modify the themplate? what you think?

If you are going to do your own theme, then you should copy the wp-content/themes/default folder to wp-content/themes/yourtheme_folder and start play.
Better yet, find themes close to your needs and start there:
