The only way I found is to edit:
wp_includes/default-widgets.php
This file is where to remove the links in META widget that we don’t want.
Will need to redo on each update/upgrade.
If there is a better way i would love to know as well.

Copy the code and 1) paste it into a plugin of your own or 2) paste it into your theme’s functions.php renaming the class. For example, this:
class WP_Widget_Meta extends WP_Widget {
would become this:
class my_customized_Widget_Meta extends WP_Widget {
No not that i mean in my CONTROL PANNEL, You know WP control pannel. Yup that i want to edit it in that.

I just delete the meta code altogether and put my links in a text box with HTML. There may be a better way but this is just the way I figured out to do it. Seems to work pretty well.
