What is your URL? What version of wordpress? Did you test with the default theme?
Can you explain more about the problem.
How do you setup a static page?

Results are the same using the default theme as well.
The page that I am using for when people visit the website, is a standard page with some basic info on it. Under "Reading Settings" is where I have it set to display the page, instead of the latest blog posts.
I have left the plugin enabled at this time for you to see the results. As a side note, the static page that should be displayed, has a permalink of http://type2.calivw78.com/ , with no additional label after the main url. Not sure if this would be an issue or not, but it hasn't been until I checked out this captcha post.

I just recreated the page and used a custom permalink, but the issue still occurs.
This is the page I have currently set to be shown when visiting the root url

I cannot duplicate the condition on my test server. The static page I set for home page is working.
What are your permalinks settings in settings > permalinks?
I tested with default permalink.
Try disabling other plugins temporarily to rule those out also(maybe another plugin effects mine in an unexpected way).
