It would be great if it was possible to limit the access level in the plugin settings. Now everybody above "Contributor" has access to send email to all the subscribers.

The access levels are gauged by other areas of access. For example, an 'Editor' can author and publish content on your blog so restricting them from Post->Mail Subscribers is counter-intuitive since they can essentially email your subscriber list by publishing a new post.
The ability to change Settings and Manage users is restricted to admin level users while individuals can change their own settings.
If you want to custom change this have a look in the code at the admin_menu() function to change the admin menu permissions.
