   I made a backup of my site earlier this year and upon uploading it to my new hosting account it wouldn't work. So a friend helped me upgrade to 2.8.4 and now it's kind of working.. However, the dashboard is broken: http://tinyurl.com/man345 and the theme that I was using is not working either. I am NOT using google gears. I read in some other posts that people were able to correct this my reuploading the wp-admin folder via ftp, this did not work for me.

   Does it work if you remove the theme?

   When you say "backup" do you mean backup of the files only, or the database too? You upgraded it when the original wasn't working? Is the database backup a backup of the old version? What version of WP was it? Why didn't the old one work? What happened/

   yes, I made a back up of the database as well. I was on version 2.5 back in March and new my site would be going down cause I couldn't renew it. So I made the back up and the other day I got my domain back and setup hosting. I uploaded my backup and imported the sql file for my db. The posts are there and whatnot, but the theme is not working and more so the dashboard isn't able to be used as you can see from the screenshot. So I have no clue what happened and why things aren't working correctly.. :(

   ok.. so the theme is working, my mistake. However the dashboard still is not.

   Okay, I think you're jumping ahead here.

   So in March, you had WP 2.5. You made a file backup of ALL files on the server, and a DB backup of everything in the database. Your hosting went down, and when you brought it back up, you uploaded the backup files and imported the DB backup to the new host.

   In your OP, you say at this point, the backup didn't work. Why? What happened? What wasn't working?

   I think if the *backup* wasn't working (for version 2.5) and you tried to upgrade a non-working site, you may have messed things up so they *can't* be repaired. If it were me, I'd remove everything and start over with the original backup. Drop the database, clear out all the files, and start over. Upload the old backed up files from 2.5 and import the old database. Get THAT to work. THEN upgrade.
