301 Redirect – Do I need to?

    Hi, I have a client who has an old HTML site and has asked me to create a new website using wordpress. I was curious, if I create a new wordpres website using a developer URL, and then once finished change the URL to the original URL used on the old site do I need to use a 301 Redirect to maintain the SEO from the old site? If so how do I do this? Are there certain steps I need to follow? My worry is the transfering the old domain over to the new site and then losing the SEO.
