    youre missing a file, specifically,

    /home/#####/public_html/wp-load.php <--- that one.

Use your ftp client, and upload it.

I am able to see the wp-login.php in action.

    What happens when you login?

It happens in majority of such cases.

Incomplete transfer of files to the web server is one of the major annoyances.

Someone suggested a sort of checksum algorithm to test if all WP files are fully loaded. Hope it is made soon by a good Samaritan!

I had the same issue. I found an extra blank line at the bottom of the upgrade.php. As soon as I removed the blank line everything worked fine.
