Widgets not working in clean install of 2.8.4

    Call to undefined function wp_list_widgets() in /home/******/public_html/test/wp-admin/widgets.php on line 343

    This is an error message I keep getting when trying access widgets on my clean install of 2.8.4

    can anyone help with any ideas? Nothing has been done to the site yet.
