I just installed the updated version of twitter tools and activated the Bit.ly for twitter tools extension as well. My latest post was sent to twitter, but the Bit.ly link was not included. I logged into bit.ly and I do not see that the url was ever submitted for shortening.

This may have just been a one time issue. I did a test post and it worked fine. I'll be sure to post again if I see it again in the future.

I've got the same problem. I had a scheduled article. When it was published, twitter tools send the title but no URL.
If you want to use the optional bit.ly plugin, you need to enter your username and API key correctly. This is a completely optional step.

I was having this same problem. I figured out that when I pasted my bit.ly API key into Twitter Tools' settings, I accidentally added an extra space. Once I removed that extra space, I re-posted and everything linked up just right: Twitter posted the bit.ly link and the link showed up in my bit.ly account history.

I had the same problem and apparently had done the same thing as eurotransient - copied the extra space at the end of the API - thanks for the help eurotransient.
It would be a good thing if this plug-in was able to verify bit.ly API keys much like it verifies your Twitter account.
