galbaraswp-comments.php checks to see if the user can manage options in order to decide whether to slow down their posting speed. It seems to me that editors and authors should also be allowed to post comments within short periods of time.
How about including an option in the "Discussion" area to set the minimum level for quick posting or something similar and then checking for that role in wp-comments.php?
Also, with so many anti-spam plugins in use, is this really a core function?
