How to prevent author to publish

Hi.

First of all, I need some role with capability to upload images, so it will be an “author” but this condition will make author can publish the post which is I dont want it.

Is there any way to prevent this ?

If I put the user role to contributor it will lost the capability to upload image…..

Any help and suggestion would be appreciated.
